In its memoir, the UDI recommends that the City focus on a growth strategy and funding reform for City services that will encourage environmentally responsible behaviour.

Here are the five directions proposed by the IDU:

• Direction 1: Innovate to build faster, house better and increase wealth
• Direction 2: Tax less, charge more, for a more attractive, more dynamic and greener city
• Direction 3: Establish greater tax equity
• Direction 4: Improve the distribution of public transportation funding so that cities can fulfill other essential missions
• Direction 5: Clarify responsibilities and resource allocation
